Periodico de Esperanza Board Notes The meeting of June 17 was the last regularly scheduled meeting until September 16. We generally have available a Board quorum during the summer and the governing documents make provision for emergency meetings, if necessary. Similarly, this is the last scheduled Periodico for the summer although a special issue may be made if enough newsworthy items develop. Please do not give unauthorized instructions to our outside contractors. The has been some confusion and extra billings when an individual homeowner altered the terms of a contract by oral comments to the contractor personnel. Contracts are with the Board. The Board designates an appropriate individual, usually but not always a Board member, to negotiate a contract and see to its execution. On June 16, the United States Supreme Court struck down a city ordinance from Ohio. The ordinance banned door-to-door solicitation. The ruling applies particularly to political parties and religious groups. The Court ruled 8 to 1 that the ordinance was in conflict with the free speech provision of the Constitution. We will let our "No Soliciting" signs stand but have only limited, if any, enforcement authority. The case was filed by Jehovah's Witnesses. Hospitality Committee Our "steering committee" has judged that we wait until the monsoon season sets in before planning an association party at the pool. We pick up that small groups will be celebrating the Fourth comfortably, deliciously, noisily up to legal limits, of course! Our sub-committee for sending out "sympathy" cards in the name of the Board and all residents is now being handled by Nona Sykes. Many thanks to Ginny Wiley who has had to resign after generous service. The committee has recently received a "sincere appreciation" for the card sent to Earl Whigham--our builder of Esperanza Estates--upon the recent death of his wife.
Historical Perspective "Historical Perspective," scheduled for this issue, will be featured in the September issue. Common Area Report Trimming on our common area palms has now been completed, and the palms are looking very good. An unusual amount of dead material, largely the result of the freezes last winter, was removed this time. A number of our owners took advantage of the special rate negotiated with our trimmer to have their private trees trimmed as well. If you have a palm needed trimming, there is still time to call (399-0455) for this $32.00 rate, but you will need to do so promptly. An additional 18 stakes have been placed near the cactus in Mt. View Park, identifying them both as to scientific and common name. This brings the total to 32 stakes that have been so placed, and all species presently in the Park have now been identified. The plan is to expand this over the future to add more and more interesting cactus species, to include both those very common to our area, and those not so common. If you have not yet seen the Park, please stop by and take a look. It is shaping up very nicely, and thanks to the wonderful efforts of Joan and Don White, will so remain. The Whites periodically water and fertilize the cactus, and keep the stones in the area neatly lined up and in place. Another bench has also been added to Mt. View Park, courtesy of a donation by Walter and Eileen Stremme, who are new owners in Esperanza Estates. The bench was given in memory of Mrs. Stremme's parents. A second new bench has been placed on Holgado, in a shady spot in another one of our common areas, across from Mesquite Park. This should prove handy for walkers in the neighborhood. We have learned from Pima County officials that of the five rest areas that will be built along arroyo number 9, three of them will be along our Nature Trail. Owners who have Oleanders presently planted in common areas immediately behind their rear patio walls are reminded that these will be trimmed only on request. This is due to complaints that have been received that these are intended for privacy, and to trim them defeats this purpose. This policy does not apply to Oleanders planted elsewhere in common areas, which the Board reserves the right to trim at will. Owners are further reminded that no further Oleanders, nor any other vegetation, may be planted in common areas without specific board written approval. We are pleased to be able to report that we can now tend to problems in the common areas on a very short timetable, so if you have or observe problems, please call Tom Cooke at 399-0455, and they will be promptly resolved. Neighborhood Watch The transition of chairperson from Marilyn Harland to me has gone smoothly. I am working on meeting with every watch captain personally. We have a lost a number of captains and are in need. If you have "a little" extra time, and a concern for neighborhood safety and hospitality, please call me at 399-0455 and you can join us as a member of the Neighborhood Watch family. Please remember, this program exists for enhancement of the safety for ALL of us, and relies on volunteers to keep functioning. The effort required is pretty minimal, and the potential benefit to our area is enormous. Any questions, comments, or suggestions are always welcomed. Lets get to know our neighbors! Esperanza Estates Volunteers Report The Esperanza Estates Volunteers wish to give recognition and thanks to the following generous donors, who have given cash for the furtherance of Esperanza Estates Volunteer projects.
