Board Activity- Sort Of

The board meeting of September 16 was canceled due to a lack of quorum. Two directors were in Canada, one in Spain, two in California and another in class. The two remaining directors had an open forum for the several homeowners who were in attendance. One of the concerns receiving numerous comments was the failure of a few homeowners (and visitors from adjacent subdivisions) to clean up the residue left by their animals. This is not only a matter of common courtesy or even CC&R violations, it is a violation of Pima County Ordinance and can result in an attention-getting fine if the perpetrators are identified.

The Board has already started accumulating data for the upcoming budget process. We will have more professional input for capital expenditures than we had last year. We budgeted for major repairs at the tennis court and the pool but elected to go with upgrades from our projections by about $8,000. As a result, we will dig into our reserve fund slightly- about $1,000 to $2,000. The reserves are still close to general recommendations for organizations of our type.

The AAA grounds maintenance people had a bit of bad luck with their herbicide treatment. In spite of favorable weather forecasts, we received 1.2 inches of rain about three to four hours after completion of spraying. Much of the area will thus need re- treatment and some of that has probably taken place by now.

Pima County has us on their list of properties requiring street cleaning after heavy rains. However, the latest deluges created a major workload for them and we do not seem to be at the top of their priority list. The latest info has us on their schedule the first week in October.

Dunn-Edwards has again changed our account number. I am assured that you will get the best price for their paint if you state that you are a member of Esperanza Estates and refer to account number 036338-001. The paint grade is referred to as their trade mark Acri-Flat and is an acrylic base flat finish suitable for masonry surfaces identical to the paint used originally. The price should be in the range of $20 delivered. You should check with a member of the architectural committee to verify the required color .

On a different topic, we encourage all homeowners to take an occasional glance at the CC&Rs and be generally familiar with the contents. These represent a legally enforceable contract between you and the association. The purpose is to make Esperanza Estates an attractive place to live. Be a good neighbor and observe the conditions you accepted when you purchased your property.

Finally, be a good neighbor in other ways too. Get to know your neighbors and any special needs they may have. Give them a helping hand, if they need it to get their recycle bin to the street or to change a light bulb in the post lamp. We have a great bunch of people in Esperanza Estates and you can surely find some fine friends here.

Street Light Committee

In compliance with our CC&Rs, Article XII, Section 12.5, the committee checks street lights approximately twice a month and places notices on each post that is not lit. If the light is not working within 2-3 days, the bulb will be replaced and a charge levied. If you will be gone for a long period of time you may want to place a long lasting fluorescent bulb in the lamp post.

During the past year, the Board of Directors--at the suggestion of the Green Valley Community Coordinating Council (GVCCC)-- has been enforcing our CC&Rs in a more diligent but non-discriminatory manner. The Board has directed me to remind all of us in the Association of the rules that have been cited most often.

* Painting and additions:

Before you undertake any project, you are required to contact the Chair of the Architectural Control Committee, Paul Rowland (at 625-2657) or President Dave Lantz (at 648-1198). This contact will further advise you on how to proceed. (Article VIII, Section 8.5.)

* Parking:

Numerous violations have occurred. Be aware that fines and liens can be issued for offenses. (Article IX, Section 9.2.1 and 9.2.2.)

* Yard maintenance:

Our landscapers have improved the appearance of the common areas. All homeowners are urged to keep their own yards in good order. (Article XII, Section 12.2)

NOTES:

*Several residents have initiated complaints that some swimmers at our pool are not observing the hours stipulated by our Rules for guest children under 14 years of age:11 AM to 1 PM & 4:30 PM to 5:30 PM.

* Another resident points out to me the problem of small rocks in our front yards: Waste Management pick-up and some pet dogs doing their "business" tend to scatter them about the sidewalk. Let the landscape be "restored" as soon as possible to insure safety and appearance.

LET'S REMEMBER THAT OUR BEING INFORMED AND SENSITIVE WILL HELP INSURE THE QUALITY OF LIFE FOR ALL OF US.

Hospitality Committee

The Chair will be sending out invitations to the current 10 members of the Committee who have been involved in social events. On November 11 at 1:30 pm, Norma Stanley and I will host at my home an English tea. The guest of honor (whom we have been consulting to insure "authenticity") will be our venerable English-American resident Elizabeth Jacobsen. See Historical Perspectives in this edition.

Two winter events for all of us are "in the works":

1) a "Walking Tour" of Esperanza Estates NATURE TRAIL on November 13 --led by Sheila Bennen--beginning at the pool at 2:00 pm and ending back at the pool for the usual fun! Look for details in the next Periodico.

2) At Christmas time, a parade of festive golf carts and walkers along our streets with carolling and other signs of holiday cheer. Details will come in due time.

Last Chance! All Homeowners

Every February a new edition of the Green Valley Community Coordinating Council Directory is distributed to all residents. October 31 is the deadline for all entries, changes, and deletions to the directory to appear in the next edition. The cover of the current 2002 edition has a watercolor desert scene painting by Tim Allen.

Neighborhood Watch

The Neighborhood Watch is moving right along. I have had the chance to meet with almost all of the Watch Captains and (or) assistants. I would like to thank each person who has volunteered to take an active part in the Watch Program.

The Green Valley Fire Department has been so helpful in supplying an "Envelope of Life" for every household in Esperanza Estates. These envelopes are being delivered by the Captains and (or) assistants and you should have yours or will soon. The envelopes are very important and should be filled out and kept on the refrigerator in the event of a medical emergency. The EMT's look for this information when called.

We have one zone that doesn't have a Captain, the north side of Del Sur. If you can help please call me, Melodye Cooke at 399-0455. If you have any ideas that you would like to share please call.

Historical Perspective

Elizabeth Jacobsen is the last of these interviews from a 2000 project, originally suggested by Board member Sheila Bennen, to be of human interest in a history of Esperanza Estates. Elizabeth was one of the earliest initiators of a program for social activities. "I remember the marvelous times, because of course we weren't such a big development then in 1979 . . ." when she and her husband Arthur bought a house on the first street in the development, Placita Nueva. . . . "We really got together as neighbors . . . .we had potlucks, nothing formal . . .in the cul-de-sac on Ensalmo . . . . and people would tell jokes or tales or whatever, and all the neighborhoods knew everybody. . . ."

She gave an early adaption to the lack of a community center: "When I was social chairman in the early eighties, we had our annual meeting at Our Lady of the Valley Catholic Church . . . . and we'd dress up and have a great time at our Christmas parties also held at the Church hall; my neighbor, Duke Larkin, who had played in the most famous ballrooms would play for our dancing." Upon my inquiring about single women at the parties, Elizabeth replied, "They got up and danced with each other."

Elizabeth joined with Kay Millington, Betty Ashcroft, and Dorothy Sharp to start up a bridge group for afternoons, two tables alternating at each house on the earliest streets, with light refreshments (". . . we were all dieting . . . . " Then the pool became a focal point for fitness activities under the name of "Taco Belles": a walk down to LaCanada about 7:00 a.m. and back to the pool for meditation and exercises in the pool set to music. "My goodness, a couple of men joined in the work-out," she added.

The Taco Belles finally focused on celebrating their birthdays at different restaurants in Tucson: ". . . it was so much fun." I surmise that this custom developed into our tradition of Ladies' Luncheons.

Her cherished Art died in l990. She proudly told me how Bob Greenig supported her in getting a giant palm in Esperanza Park in honor of her husband . . . . "Bob really admired Art's courage in his long-time disability. He arranged for a plaque to mark Elizabeth's tree."
